I’d definitely go with the 27” LG IPS model then.

If you want a 4k monitor, $250 options are going to be 60hz. You‘d need to go up to $400 to afford a 4k 144hz option, like from Acer. If you drop down to 1440p there are a ton of great options at $250 or even $200. But for illustrator especially, the extra resolution will be nice.
