can i hit 165Hz over HDMI on a 3070 or do i need displayport

cable stuff is doing my head in a bit. if i get a 1440p 165Hz monitor can my 3070 actually push that over HDMI, or is HDMI 2.0 capped lower and i have to use displayport for the full refresh. and do the newer panels specifically want HDMI 2.1. mostly i just want to know which cable to plug in, and...
