does a 165Hz IPS actually stop the smearing?

Still on my old 24in 1080p 60Hz TN and rocket league at speed is a smeary mess, the ball leaves a trail behind it every time i boost. Colours also wash out the second i tilt my head, classic TN. If i jump to a 144 or 165Hz IPS does that actually kill the smearing, or is 60Hz only half the problem...
